3PL vs freight broker is a control question. A third-party logistics provider typically operates warehouses, labor, and sometimes dedicated fleets as if they were an extension of your company. A freight broker arranges motor carriage load by load (or program by program) without taking over your building.

What the 3PL usually owns

Inventory accuracy, pick-pack, value-added services, and often a transportation desk sitting next to the warehouse management system. The economic relationship is a facility plus labor plus, sometimes, freight. Switching 3PLs is a migration, not a phone call.

What the freight broker owns

Carrier selection and the live exception. COL’s relationship can be a single Thursday truckload or a year of lanes. Switching brokers is still a project, but it is not emptying a building.

Where the models overlap—and collide

Many 3PLs hold broker authority and tender overflow freight. Many brokers arrange overflow storage. Collision happens when the 3PL forces all outbound through an expensive in-house lane, or when a broker promises “we’ll handle your inventory” with no WMS.

Ask who is accountable for inventory counts versus who is accountable for the trailer appointment.

Cross-border does not automatically mean 3PL

USA–Mexico freight needs a customs broker and a truck broker. It does not require handing your SKU master to a 3PL. Keep distribution in-house if that is your advantage; hire COL for the highway arrangement.

How to choose without a consultant’s matrix

If the pain is a full building, labor, and same-day pick, you are in 3PL territory. If the pain is covering a flatbed on Friday and an LTL into Quebec, you are in broker territory. If both hurts exist, you may need both vendors with a clear inventory handoff.

Is a freight broker a type of 3PL?

Can COL replace my 3PL?
