What Is a Freight Forwarder? A Shipper’s Definition
A freight forwarder designs international water and air moves. This page defines the role for shippers who still need a separate truck broker.

What is a freight forwarder? In practical shipper language: the company that buys space on ships or planes, issues or manages the international transport document, and instructs agents at origin and destination. The forwarder is an organizer of those modes. The forwarder is not automatically the trucker who shows up at your dock in Ohio.

The job in one paragraph
A freight forwarder takes your packing list and commercial invoice, chooses an ocean or air routing, books the carrier, produces a house bill or works a master bill, and coordinates destination handling. Some add warehousing and destination trucking through agents. The economic engine is buying capacity in bulk and reselling a door-to-door or port-to-door service.
Licenses you should see
Ocean forwarding in the United States often involves an NVOCC or ocean transportation intermediary license. Air forwarding involves IATA or airline agency. Those papers do not replace FMCSA broker authority if the same company also tenders highway freight in its own name.

What a forwarder is not
A freight forwarder is not a U.S. customs broker unless they hold that separate license. They are not a Mexican agente aduanal unless they hold that patent. They are not a property broker unless they hold MC authority. One logo can hide three companies. Your contract should name which entity is on which shipment.
- Not the steamship line, even when they issue a house bill.

When the definition matters at the dock
If damage happens on the highway after discharge, the claim path follows the motor carrier and the inland contract—not the ocean house bill’s fine print, unless you bought a through bill that actually covers that leg. Shippers who never asked “what is a freight forwarder versus who is on the truck BOL” learn this during a claim.
Appoint the inland broker you want. COL will take that nomination when the freight is North American highway.
